I don't fully understand your question but the WCAG 2.0 requirements 
apply to web content regardless of the device that is being used. WAI is 
working on techniques and technical solutions to help developers 
implement these requirements more effectively on mobile devices. You can 
find more information about this work at the link you referenced:
