Call For Consensus (CFC) - WCAG2Mobile First Public Working Draft (FPWD)

This CFC is to publish the current Editor's Draft of WCAG2Mobile
<https://w3c.github.io/matf/> as First Public Working Draft
<https://www.w3.org/standards/types/#x4-1-1-first-public-working-draft> on
the w3.org domain.

> A First Public Working Draft is a document that W3C has published for
review and for simple historical reference. It is the first publication of
a Working Draft <https://www.w3.org/standards/types/#x4-1-working-draft>.

This publication will mark our first step towards the process of publishing
a Group Note <https://www.w3.org/standards/types/#x2-5-2-group-note>.


On 10 December at 11 am Boston, the publication will be discussed during
the weekly Accessibility Guidelines Working Group (AG WG) meeting, which
our Task Force is a part of.


Recent changes include:

   - Added expand/collapse component for WCAG guidance
   - Added expand/collapse component for WCAG2ICT guidance
   - Add "Work in Progress" notes with links to Github issues for Success
   Criteria where we have not reached consensus
   - Expanded Abstract
   - Updated Status of this Document
   - Expanded Introduction with Background and Guidance sections
   - Expanded Comments section with introduction and WIP note
   - Expanded Acknowledgments with Contributors and Funding sections
