That is specifically about app icons, i.e. the icons that appear in the 
tile-based Start menu in Windows. They're not general guidelines for 
controls inside apps themselves. Also noting that this isn't necessarily 
based on Microsoft research as such, but essentially tied to how their 
layout/grid in Windows (e.g. in the Start menu) is set up (to avoid 
making app icons look weird/out of place, not necessarily because it's 
based on extensive research on what is/isn't more usable/accessible).

There is some information about the recent Fluent design system and 
spacing here 
https://docs.microsoft.com/en-us/windows/uwp/design/style/spacing but 
that is quite specific to apps.
