Updated 2.2 Sucess Criterion "Dragging" (added Technique and Failure)

Hi,
I have finally done my homework and added both a draft Technique and a 
draft Failure to the proposed WCAG 2.2. SC 2.5.X (Dragging)

Mike, I have also modified the wording of the SC text and the 
Understanding text somewhat, hoping that this addresses your concern 
(clear separation form 2.5.1 Pointer Gestures / Swiping). Whether 
talking of 'dragging movement' instead of 'dragging motion' really cuts 
it, I am not quite so sure. Note that the last example in th eproposed 
Sufficient Technique actually uses a swipe gesture as single pointer 
alternative for dragging (swiping to move an Kanban item to an adjacent 
lane).
