Kathy: so constrained like reflow. Reflow is the only other one that's 
constrained like that
... it might be worthwhile – on the agenda for the November 5 WCAG 
meeting. Maybe questions for them to see if there amenable to 
constraints. If they are not willing to do constraints maybe we should 
defer to silver
... I think it's worth asking the question
