Speaking of width=device-width and ideal viewport, there is currently no stable W3C spec that defines any of this. The closest we have is https://www.w3.org/TR/css-device-adapt/ but this spec is still only at WD stage, and quite lacking in terms of actually explaining/defining concepts (see Issue 1 https://www.w3.org/TR/css-device-adapt/#issues-index) Ideally, this would be the place where any talk of device-width/ideal viewport should link to as normative reference once it's REC.
