SC: Target Size (REVIEW REQUESTED)

Hi -

We did not have time to review this on today's call.  A number of changes to the language have been proposed and the Evidence section has been updated with some more research (thanks Patrick).

1.       Do you have any changes to the proposed language in any of the sections?

2.       What do you think about changing the SC requirement for course pointing accuracy to 50px by 50px.
