M016 updated - mobile navigation concepts

Hi everyone,

I have done a bit more work on M016 and created a pull request. Jeanne, Kim or Kathy, can you update M016 from that?

It is not clear that the hamburger menu (see AnySurfer's example http://examples.anysurfer.be/dropdown/ ) is a design pattern
that we should recmmend in a technique, and I would like to discuss that.

Given that it is very common, I still think it is useful to point to an accessible implementation since so many hamburger icons out there are not focusable by keyboard - designers think it is not necessary because "this is the touch version".

A variant of this navigation technique (i.e. possibly a new mobile technique) might be dynamically reordering DOM content for a mobile view so the navigation is placed at the bottom of the page (obviously with a skip link to go there quickly).

Maybe we can discuss this today or in the nexct telco?

Best,
Detlev
