I have experienced two other implementations that may prevent zooming text to 200% under SC 1.4.4 that we haven't specifically mentioned as techniques. While these items can apply outside of mobile they are much more likely to be used in mobile environments. Snap scrolling: e.g. http://guidobouman.github.io/jquery-panelsnap/ Snap scrolling could also potentially affect access to controls to for users with limited mobility. Fixed position content e.g. www.cnn.com<http://www.cnn.com> from a device such as an iPhone.
