Media WG charter update

Hi Media WG,

Our group's current charter ends on 31 May 2025, so we are now going through the process to recharter. We'll likely need a short charter extension after then end of May, which François is organising.

François has prepared a draft charter: https://w3c.github.io/charter-media-wg/

Please take a look:

- Do the updated descriptions of MSE, EME, and WebCodecs look OK?
- Are there any potential new deliverables to add?
- Are the Expected Completion dates for each specification reasonable?
- Are there any other changes needed?

Regarding the Expected Completion dates, in some cases these are based on feedback from the spec editors (thank you!), and in other cases an estimate based on the open issues and current level of interoperability.

For EME (only), we have continued our current approach of precisely identifying the changes we plan to make, and requiring a recharter for anything not mentioned.
