Closing the loop on this: The WebCodecs VideoFrame Metadata Registry was 
published earlier today as a Draft Registry:

(Note to WebCodecs editors, I added the right Echidna token to the list 
of repository secrets to enable the automatic publication of updates. 
That should be all that's needed)
