TPAC 2023 planning

Hi all,

I have create a GitHub issue to plan our TPAC 2023 meetings in September.

Please see the issue for details, and give an indication of:

1) Whether you would plan to travel
2) Requests for joint meetings with other W3C groups

W3C events team have asked that we submit our meeting plans by 8 May.
