Media pipeline architecture repository for cross-group issues

Hi Media WG & WebRTC WG participants,

Discussions during the joint Media WG / WebRTC WG meeting last week 
suggested that we "set up a place where we can discuss cross-group or 
cross-API architecture issues" [1], which Bernard and Peter volunteered 
to drive.

I created a (currently empty) w3c/media-pipeline-arch GitHub repository 
accordingly:

  https://github.com/w3c/media-pipeline-arch

The repository could host code samples that highlight integration points 
between APIs, along with architecture diagrams and considerations. The 
idea is to start with the Media WG and the WebRTC WG, and to reach out 
to further relevant groups as needed (e.g. groups like GPU for the web, 
Web Machine Learning, WebAssembly, WHATWG).
