Review of WebRTC Priority Control API

Hi,

The WebRTC Working Group is conducting the wide review of the 
WebRTC Priority Control API specification, for which this group might
have specific interest and input. 
This API defines a control surface for manipulating the network control
bits (DSCP bits) of outgoing WebRTC packets, and the queueing priority
of outgoing WebRTC packets under congestion.
