Monthly Meetings

Hi everyone,

Going forward, Jer, François, and I have been discussing setting up monthly
calls instead of the current as-needed approach. The main triggers were
that we had topics that we wanted to discuss as a group but never large
enough to call for a WG meeting. Face to face meetings are also unlikely
for a while so having a forcing function to meet would help.

The current cadence is scheduled for one a month, the second Tuesday of
each month. Instead of running a poll every time, we decided to alternate
times to be Europe or APAC friendly: even months (Feb-Apr-Jun-Aug-Oct-Dec)
will be 7am-8am PST and odd months will be 2pm-3pm PST. These times are
based on the poll we did for our previous meetings. They are not set in
stone and could be revisited.

Furthermore, in order to have an agenda built up before the meeting, we are
going to ask everyone to tag issues in the Working Group Github
repositories (list <https://www.w3.org/media-wg/>) with the tag *agenda*. I
re-used a tool from the Immersive Web Working Group to gather all the
issues tagged like this in order to generate an agenda. If something can't
be expressed as a GitHub issue, feel free to reach out to Jer and me. If a
day or two before the meeting, there are no items in the agenda, it will be
cancelled.

We will send an email to the WG with the agenda and information at least
the day before the call. However, we would encourage everyone to add
something on their calendar. The WebEx is going to be the same for each
call and can be found here

The first meeting will be the 12th of May at 2pm PST.
