Issue-20 (Create a IETF draft at CR stage) consensus & closed (but to be formally checked by Philippe Le Hegaret)

We just closed issue-20 (Create a IETF draft at CR stage explaining what the media fragment semantics will be for video/*, image/*, audio/*) … rationale: This is related to Boris' Comment where we took care of during Last Call, i.e., within the abstract of our SPEC we waived this issue. The WG decided to also send a mail to W3C's Video-lead (Philippe) to double check if that is enough or if he (Philippe) as liaison between W3C & IETF should waive this formally to IETF too.
