It turns out that this was already defined, if multiple audio tracks are  
selected they are all enabled, and if multiple video tracks are selected  
the first of them is enabled. I found an additional bug here and filed a  
bug: http://www.w3.org/Bugs/Public/show_bug.cgi?id=12364
