  http://tools.ietf.org/html/draft-hoehrmann-urlencoded -- a couple of
years ago I started this draft describing a variant of the HTML form
submission format application/x-www-form-urlencoded (it formalizes that
the semicolon should be used as separator and UTF-8 as encoding, plus
it fully defines how to parse the format) and have just resurrected it,
with the intent to take it through IETF review. As the format currently
proposed for media fragment identifiers is quite similar, you may be
interested in it.
