ACTION-46 fragment grammar verification

I made a little piece of code to verify taht the grammar was ok, the 
result is at [1]. With a small modification to make a better grammar (but 
less readable by humans), factoring the ( <DIGIT> )+ in clocktime() ), no 
changes were needed.

The "testexamples.sh" script [2], scrap the URI in example.com from the 
Syntax wiki page, and feed it to the parser for verification.
