Thanks for your answer. It didn't get through the mailing list archive 
since I think you're not subscribed yet to the mailing list and the mail 
has been most likely bounced somewhere. If you wish to subscribe, just

Have you ever considered using TimedText [1] for aligning/synchronizing 
the transcript with the video?

Hum, we have purposely decided to postpone this question :-) More 
seriously, we have preferred to discuss during our face-to-face meeting 
the functionalities we expect from the media fragment, the use cases 
that will show their use, and the overall communication between a UA and 
a server (through some proxies, caches, etc.). We know we would need to 
specify a syntax at some point, but we see it as a side issue, once we 
know exactly what we want to cover.
