There's a new spec to be synchronizing with:

https://github.com/WICG/media-capabilities

It seems to attempt to centralize the definition of media capabilities,
which look a *lot* like our "encoding parameters".

First significant contribution is in October 2017, so it's not terribly old.

Example of how things get out of sync:

https://github.com/WICG/media-capabilities/issues/68 - they forgot about
parameters to media types. (I think.)

Cross-pollination of knowledge is clearly needed.
