[mediacapture-main] Use permissions API model for describing permissions?

alvestrand has just created a new issue for

== Use permissions API model for describing permissions? ==
This has been discussed on the list, and some agreement's been had 
that it's a good idea.

There's a PR open on the permissions draft:

https://github.com/w3c/permissions/pull/57

Once that's merged in, we should use the language of these permissions
 in the mediacapture-main document.
