Updated WD of Media Capture and Streams

Hi,

A new Working Draft of Media Capture and Streams (aka getUserMedia) was 
released yesterday as a Technical Report:

Since we hadn't published such a WD in 18 months, this was a long 
overdue update; hopefully the next update will both be very soon and our 
last call working draft :)
