getSettings, getNativeSettings, applyConstraints should have an operations
queue defined in the same way as PeerConnection has for every call to
createOffer, setLocalDescription, createAnswer and setRemoteDescription in
order to avoid reading out settings related to old constraints immediately
after applying new ones.
