I don't think that this is usual practice.  Browsers aim first for
maximum interoperability.  Over time that means either that the
browser implements an increasingly large proportion of the spec, or
that certain parts of the spec become dead.  There is a general trend
toward excising dead spec features, but that requires work.
Currently: premature.
