Audio constraints

We are doing some work with audio at sample rates beyond 48KHz and sample size beyond 16 bits. As part of this we would like constraints for the audio on sample rate and sample size. For applications that really need 20 bit audio, they need a way to specify that and the programs present different capabilities depending on the sample rates. 

Im not asking that browsers would be required to support a sample size of 24 bits or anything, we just need a standardized way for an application to understand what to request high quality audio if the browser does support it. 

Id like to to add two new constraints to the audio that represent sample size and sample rate.
