I’m just trying to understand your  position here.  Are you saying that it is better for the app to ask for permissions incrementally, as it needs them, rather than asking up front for a whole bunch of permissions that it may or may not need?

I think the current permission prompt is tolerable because the prompt appears when the app calls getUserMedia to start using the device. Therefore it is very likely the prompt will appear at the time the user initiates whatever app feature requires the camera or microphone --- and will not appear at all if the user doesn't activate such features.
Thus, in my view, the first paragraph of https://www.w3.org/Bugs/Public/show_bug.cgi?id=23128 is a good thing, not a problem, and the ability to obtain "the full range of permissions that a page would want" arbitrarily far ahead of actually using those permission would be an antifeature, and significantly worse than the permission prompts we currently have.
