(Harald is on vacation) It is hopefully no secret that we would like to move to Last Call as soon as possible. But when that can happen depends on the maturity of the draft and what features (essential for version 1) that are missing. That is why we explicitly ask for reviews, and for bugs to be filed. Once we have that input we can assess the situation. So I would say you understood correctly, but what "shortly" really means is not defined.
