When organizing meetings, I often announce the UTC time, but then
follow on to list a couple of more common zones.  It forms something
of a checksum :)  This seems to be 08:00PDT and 17:00CET (CEST?), so I
think that you are right.  (Unless daylight savings ends in the next
two weeks in one of those places, which seems unlikely.)
