Publish "Media capture and streams"

Hi all,

there was no objection to publishing the getUserMedia document as a 
public WD (the question was put here: 
http://lists.w3.org/Archives/Public/public-media-capture/2012Jun/0048.html). 


So let's do it. The Editor's have asked for a week to polish some 
details, the chairs will in the meantime work with Dom on the 
practicalities.


The proposed new title "Media Capture and Streams" also seems to be 
reasonably OK, so unless a better proposal is received shortly that is 
what will be used.
