Fwd: Proposal for structure of Caps, Hints, and Stats

FYI - there's a discussion going on in the WebRTC mailing list 
(preparatory for the upcoming meeting) about hints, stats and 
capabilities. Some starting points enclosed; there were more.

Some of this is directly relevant to the media capture things; among 
other things, a proposal came floating by to add a GetCapabilities 
function, and to move the user permission dialog from GetUserMedia to 
GetCapabilities.

Those of you who are not on public-webrtc may need to check the 
archives, or ask for more info.
