Because doodle

a) has good support for times and timezones 
(https://www.w3.org/2002/09/wbs/35520/atag20120117/ indicates that the 
wbs timezone support is still weaker)
b) doesn't require people to find their W3 login credentials
c) was known to the chairs at the time we sent out the poll :-)

The last is the reason it was doodle this time; a) and b) are the 
reasons it'll be doodle next time too, unless some other concern is 
brought to bear.
