Allocation of meeting time at f2f meeting

Hi all,

the current plan (discussed between the IETF rtcweb chairs and the W3C 
MediaCap+WebRTC chairs) is to divide the f2f meeting days (Feb 5-7) in 
halves, and to use the early half for W3C and late half for IETF.

So, the Media Capture TF and the WebRTC WG has three early halves in 
total available, and our proposal is to split it like:

Early half of Feb 5th: Media Capture TF
Early half of Feb 6th: WebRTC WG
Early half of Feb 7th: WebRTC WG
