In a parallel story, we've added [`encodingInfo()`](https://wicg.github.io/media-capabilities/#media-capabilities-interface) to the [WICG Media Capabilities spec](https://wicg.github.io/media-capabilities/) (see the [issue](https://github.com/WICG/media-capabilities/issues/28)) (already implemented in Chromium). I believe that we should move querying capabilities to that Spec and ultimately remove them from here, which would address this issue and #92.
