Let's assume apps have knobs to control video framerate and resolutions from the capture cards using existing constraints, and can pick the codec format and control encoding bitrate on the consumer side, etc. We could expect fairly consistent behavior across UAs. What will the UAs be expected to do with an additional "hint" about the video content? BTW, thinking more about this, the question might be applicable to screen capture scenario to some extent since UA won't know what content is being captured from the screen surface in order to take different actions. Users would be able to, if the apps expose knobs for their scenarios.
