The word "optional" was used in a previous version of the specification; the functionality was subsumed into "advanced" constraints + (in some cases) the ability to specify "ideal" constraints rather than exact ones. So this was completely opposite your initial understanding. There are two occurences of "optional" in section 11 where they should have been "advanced", one in the description of "getConstraints" in 11.1, and three more in the definition of "advanced" at the end of section 11. (I may have missed some).
