What if we removed the text saying that if device x is currently being
 used permission is "granted" from mediacapture-main? We talked about 
this being natural since the app can anyway just clone the track, but 
maybe it's overly complex to implement in some cases (is that what 
you're saying @alvestrand) ?

UAs could still act this way (i.e. directly grant access at gUM call) 
since it can be said that "UA *has* received new information about the
 user’s intent since last invocation" (referring to step 3 of 
permission state) since the source is already used by another track.
