I think you need to make the following changes. 1. Remove "All Documents have a user media enabled flag. This specification does not detail how or when this flag is set." 2. You need to rephrase "If the current [HTML51] Document's user media enabled flag is unset" somehow. I don't understand what "current Document" means. But once you have a handle on a document, you want to say something like "If _document_ is [allowed to use](https://html.spec.whatwg.org/multipage/embedded-content.html#allowed-to-use) the feature indicated by attribute name `allowusermedia`, then ..."
