If we would change to the model where deviceIds have the same life cycle as cookies, we IMO would also have to add that deviceIds can never be persisted as long as cookies are not allowed for the origin (as discussed in https://github.com/w3c/mediacapture-main/issues/359#issuecomment-219725515).
