== Replace ErrorEvent with ErrorEvent in html ==
There's already an `ErrorEvent` [in the html 
spec](http://w3c.github.io/mediacapture-main/getusermedia.html#idl-def-ErrorEvent),
 and we should use that instead of defining our own. This is what all 
the other specs are doing, I've been informed.
