I agree with Jan-Ivar: once we move to track-based everything, the stream state doesn't really matter. And from reading the Chromium thread, it sounds like the removal is being held up by one product using it. Chromium is free to leave it around until that one product no longer uses it (as we do with some other more serious non-compliant things), but that doesn't mean we should leave it in the spec.
