I agree with your assessment, but my proposal was to have such 
settings that are prone to contention dealt with as constraints on the
 mediastream itself.  In fact, I had suggested 'zoom' specifically as 
a constraint to be defined in 
https://www.w3.org/TR/mediacapture-streams/#media-track-supported-constraints,
 and was turned down by the group.
