Re: [mediacapture-main] Devicechange event firing potentially being a fingerprint

I've added [some text to 
#340](https://github.com/w3c/mediacapture-main/pull/340/commits/e14a5d949b5c95478b501335cd112aa6aa6cdd29)
 to suggest fuzzing as a mitigation:
> These events are potentially triggered simultaneously across 
browsing contexts on different origins;  user agents can add fuzzing 
on the timing of events to avoid cross-origin activity correlation.

and in the privacy considerations:
> When permission has been granted, the devicechange event will be 
emitted across browsing contexts and origins each time a new  media 
device is added or removed; user agents can mitigate the risk of 
correlation of browsing activity across origins by fuzzing the timing 
of these events.
