I don't know what you mean by a hosted track.  The constraints API 
points are visible on all `MediaStreamTrack` instances, but applying 
constraints might not work if the source doesn't support the 
constraint.  A lot of the constraints should work everywhere.  For 
instance, I think that you can always downscale video or downsample 
audio.
