If we concluded above that resolving a promise synchronously or 
asynchronously was detectable from JS, can we ever have a SHOULD when 
it comes to running steps asynchronously? I believe the answer is no. 
And since the asynchronous steps in question mentions probed sources 
and, as @jan-ivar mentions above, a stalling step, I believe the 
current approach is the correct one.
