Reference Architecture next steps

Happy new year!

My thanks to you all for all the work done in '21. The public draft is a testament to that. Let's top that in '22.

I've published the minutes<https://github.com/w3c/market-data-odrl-profile/blob/gh-pages/minutes/RA-minutes-21-12-15.md> of the reference architecture call we had just before Christmas and the presentation<https://github.com/w3c/market-data-odrl-profile/blob/gh-pages/presentations/RefArch-21-12-15.pdf> I used then.

I think four key questions came out of that meeting. Please send your thoughts on them:

1. Are we comfortable with the three types of policy? Are their semantics clear? (Slide 2 - Supply Chain Artifacts)

2. What high-level use cases are we missing? (Slide 3 - Organisation-level Functions)

3. Are there any other high-level flows involving compliance that we should be documenting? (Slide 4 - Supported Flow)

4. Please consider the (deontic) states of rules: permissions, duties, and prohibitions. (Slides 5/6 - Validity Check)

I think our next step is to define the agent capabilities we need to specify so that we can ensure compliance within the scope of the standard.

Our next architecture meeting is on the 19th. The CG meets next Wednesday, the 12th.
