That works - I had considered suggesting adding a scope note to Distribution Service to make the link, but wasn't sure if it would weaken the definition or make it abstruse.

I've only ever seen the distinction of existing/prospective clients WRT distribution, but there are certainly cases where the data may be provided in order to evaluate another product (e.g. benchmark) - so think it needs to be the more general reference.
