I am not saying we won’t work on an assessment tool. What I am saying is that the spreadsheet is not the assessment tool. It is an experimental work in progress.  It isn’t inextricably embedded throughout the document. The rephrasing I suggested easily backs it out and replaces it with a generic method that anyone can use with, or outside of, the spreadsheet and get similar results, if not the same. I wouldn’t say they nobody objected to the spreadsheet during our draft updates. We have 13 unresolved GitHub issues left all related to the spreadsheet. The narrative document needs to be technology/tool agnostic. Organizations need to have the ability to create their own custom tooling specific to their own business models rather than our document dictating a specific technology, even if it is just a spreadsheet. I, for one, don’t think the spreadsheet works. I have been reserving my comments on that topic for the appropriate time to focus on all of those issues. Had I realized this edit took place sooner, I would have brought this up sooner.

The narrative document does not refer to the assessment tool that we intend to develop as a prototype. The assessment spreadsheet is referred to as a prototype.

I also went back and reviewed the Task Force meeting minutes and could find no record of any notion that the assessment tool was “experimental” or just an “example”.

So, unless the scope has somehow changed without our knowledge, we can put to rest the question of whether or not the assessment tool’s  inclusion as integral to the work.


  1.  There is no precedent that I could find for maturity models, accessibility or otherwise, where the model is does not include a tool / method for progress measurement.


  1.  As mentioned earlier, the references to the assessment tool in our MM document are completely integrated so it’s not obvious that reference to it or  its inclusion could be backed out without significant compromise to the model and work, which has been published, presented, reviewed, accepted, and viewed very favorably by both w3c members and the public (rightly so!) so it’s not clear why we would want to “throw the baby out with the bath water” when we have a world class, state of the art model / assessment tool.


  1.  With all that in mind, I do agree that it might not be appropriate to refer to the tool as a prototype, but that is a terminology issue that can be easily resolved. Perhaps referring to the tool it as “beta” version, for example, would accurately depict where we are with the tool and provides us with flexibility as to where we go with it towards a more “final” version. Here is one of many similar examples of the definition:

The Maturity Model is not dependent on any specific tooling. It is dependent on a defined process that looks something like the 3 steps below:

Decide which proof points will be used to assess your organization's [Dimension] accessibility maturity. Not all proof points may apply to every business or organization. The proof points listed here are non-exhaustive examples of criteria. They may, or may not apply. You may identify other proof points in their place and/or additional proof points.
