operator dictionary branches

On the call today, we talked about plans for how to update the operator
dictionary. We sort of agreed to just put all the changes on a single
branch, but in starting to make the changes, I think it make it sense to
separate out the entries that are being deleted from the ones being changed
as the decision process is a bit different (and probably easier for
deletion).

The two branch names I've used are: remove-entities and value-changes.
