I agree that the minimal syntax for headers is the superior option. Easier for implementers and users; users only want to learn one syntax for a feature not many. For the core spec I think simpler is better; we are already acknowledging that there will be additional syntaxes that implementors will provide let these other syntaxes fall into those instead of the core spec. The core spec should be lean and mean. I think that the underline syntax is better fit to a horizontal rule, personally.
